Downers Grove is a strange town to work in electrically, in a good way. On one block you have a 1920s Sears kit house that still has its original service, and directly across the street a teardown replacement with a 200 amp panel and room for two EV chargers. Both are normal here. Neither answers the question of what your house needs.
The honest version of that answer is that a load calculation decides it, not a rule of thumb and not the age of your house. What follows is what we check, what the Village requires, and where homeowners here get talked into work they do not need.
What Downers Grove actually enforces
This trips up contractors from outside DuPage County, so it is worth stating plainly. The Village of Downers Grove has adopted the 2020 National Electrical Code with Village amendments, alongside the 2021 IBC and 2021 IRC.
That is a different code edition than several neighboring towns. Naperville, for instance, is on the 2023 NEC. If someone quotes you a code requirement without knowing which edition your village enforces, that is a signal about how much of their work here they have actually permitted.
A few other practicalities from the Village’s permit process, all of which shape your timeline:
- Permit applications and supporting documents can only be submitted online through the Village’s permit portal. There is no counter drop-off.
- First review takes roughly 10 business days. Any comments should be answered within five.
- Inspections are requested through the portal or by calling 630-434-5529, with 48 to 72 hours notice.
- Some projects require a bond, which is generally refunded within three to four weeks after final inspections pass.
- Questions on address or application type go to Community Development at 630-434-5515. The Civic Center is at 850 Curtiss Street, open weekdays 7:30 a.m. to 4:30 p.m.
The practical consequence: a panel upgrade in Downers Grove is not a next-week job unless there is a genuine safety emergency. Between permit review, scheduling, and a ComEd disconnect and reconnect at the meter, plan on a few weeks from decision to power-up. If you are trying to finish before a closing date or a kitchen delivery, start earlier than feels necessary.
The housing stock, and what it means for your panel
Downers Grove has one of the best-documented collections of mail-order kit houses in the country. The count has been argued over for decades, but the careful figure is 68 confirmed Sears kit homes plus a number of Harris Brothers and Wardway houses, concentrated on streets like Forest, Gilbert, Chicago, and Seeley. Many are at or past the century mark.
The Village also has one of the highest teardown rates in the Chicago area, which is why the electrical picture varies so much block to block.
In the older houses we see the same handful of things:
60 amp services and fuse panels. Still out there. If you are unscrewing glass fuses, the service is almost certainly undersized for a household with central air, and insurers increasingly ask about it.
Knob-and-tube remnants. Usually isolated runs feeding upstairs bedrooms rather than the whole house. You cannot hang modern loads on it. When we find it, the conversation shifts toward replacing the affected runs or, in some cases, whole-house rewiring.
Ungrounded two-prong outlets. Common in pre-1960s wiring. There are code-compliant ways to handle these short of a rewire, and we cover them on our outlet grounding page.
Federal Pacific and Zinsco panels. These have documented problems with breakers that fail to trip when they should. If you have one, the panel itself is the issue, not the amperage on the label.
Double-tapped breakers and a full panel. Someone needed one more circuit and improvised. This is the most common thing we find, and it is often the actual reason a homeowner thinks they need more amperage when what they really need is space.
That last distinction matters more than anything else in this post.
The 200 amp myth
The single most common thing I have to correct on a site walk: “I bought an EV, so I need a 200 amp service.”
Often you do not. A Level 2 charger is a large load, but whether your existing service can carry it is a calculation, not an assumption. The NEC gives two paths for an existing dwelling. One is a standard calculation of the connected load. The other lets an electrician use your actual recorded maximum demand over the past year, which for most households comes in well below what the paper calculation suggests, because nobody runs the dryer, the oven, the AC, and the charger simultaneously.
Plenty of 100 amp services in this town will carry a Level 2 charger once you run the numbers. And when the numbers come up short, there is still a step before a service upgrade: most modern chargers let you set a lower output current, and energy management systems can shed or limit the charger when household demand spikes. Either can bring a marginal service into compliance for a fraction of the cost of a new service.
When you genuinely do need the upgrade:
- The load calculation exceeds your service capacity even with the charger dialed down
- Your panel has no physical space and no room for a subpanel to solve it
- You are adding several large loads at once, such as a charger plus a heat pump plus a finished basement
- The existing panel is a brand with known failure issues, in which case you are replacing it regardless of amperage
- You are on a 60 amp service, where the answer is usually yes
An electrician who tells you the answer before looking at your panel and your usage is guessing, and the guess conveniently favors the more expensive job. Ask for the load calculation. It is a document, and you are entitled to see it.
Signs that are actually urgent
Most panel work is planned. Some is not. Stop and call somebody if you have:
- A burning plastic smell anywhere near the panel
- Scorch marks or discoloration around an outlet or breaker
- Buzzing or crackling from the panel
- Breakers that are warm to the touch when the house is running normally
- A breaker that trips and then will not reset
- Lights that dim noticeably every time the AC or refrigerator cycles
The first three are same-day problems. Our emergency service line is staffed after hours for exactly these.
Warm breakers are the useful early warning. They mean a circuit is running near capacity, which is a problem you can schedule rather than react to.
What the swap actually involves
Permit first, through the portal, with an owner authorization form and the contractor list. Then a Village review of roughly 10 business days.
On install day, the power is out for most of the day. ComEd has to disconnect at the meter before we can pull the old panel and reconnect afterward, and that coordination is usually what sets the schedule rather than our crew. Plan for the fridge, the sump pump, and anything you work on. Charge devices the night before.
Then a Village inspection, and once final inspections pass, the bond refund process starts automatically.
If your panel simply has no room but the service itself is adequate, a subpanel is often the cheaper and faster answer. We will tell you if that is your situation, and it is a smaller invoice for us. Our electrical panel page walks through both routes.
The commercial side
Downers Grove has a downtown storefront district and a corporate corridor along the expressways, and the panel conversation is different in both.
Three-phase service. Commercial buildings with large motors, elevators, or rooftop HVAC generally run three-phase power, which is a different service configuration entirely, not just a bigger version of a house panel.
Arc flash labeling and documented safety procedures. Commercial equipment carries labeling and documentation requirements that residential work does not.
Longer review and more coordination. Commercial permits typically involve stamped drawings and more back-and-forth with the Village, plus landlord authorization if you are a tenant.
Downtime is the real cost. For a restaurant or a shop, the question is rarely the panel price. It is whether the work happens overnight or on a Sunday, and whether a temporary feed keeps the coolers running.

Who is allowed to do the work
Downers Grove eliminated its own Village electrical contractor license at the end of 2015. Since then, permits for electrical work are issued to qualified persons, with qualification established through a license issued by an Illinois unit of local government, a passed electrical examination from an approved agency, or other documentation the Building Official accepts.
What this means for you as a homeowner: the absence of a Village license does not mean anyone can pull the permit. It means the Village vets the person on the application. If a contractor suggests you pull the permit yourself as the homeowner so they do not have to, understand what you are agreeing to. You become the responsible party for the work, and if it fails inspection or surfaces during a sale, that is yours.

My panel is full but the service seems fine. What are my options? A subpanel usually solves it, and it costs less than a service upgrade. Tandem breakers are another option in panels rated for them, though they do not add capacity, only positions.
Are Federal Pacific panels really a problem? They have documented issues with breakers not tripping under fault conditions. If you have one, we will tell you the panel is the issue regardless of what else you were planning, and we will explain why before quoting anything.
