Downers Grove kitchen remodel electrical: the small-appliance circuits, countertop outlets, and island requirements your GC might miss

Most of the kitchen electrical mistakes we find in Downers Grove are not the general contractor’s fault. Kitchens have their own set of code rules that changed a few times in the last decade, and a good GC is running framing, plumbing, HVAC, cabinets, tile, and the appliance delivery calendar at the same time. Somewhere in there, the small-appliance circuits and the island receptacle rule get treated like line items instead of load calculations.

The result: your inspector red-tags the rough-in, or worse, the kitchen passes and your breakers start tripping every time the toaster and the coffee maker run together.

We work Downers Grove homes every week out of our Naperville shop, and kitchens are one of the two remodels we get called in on most (basements are the other). If you searched “residential electricians in Downers Grove IL” or “residential electricians near me” because you have a kitchen remodel coming up, here is what your GC’s electrical plan should already show. If it doesn’t, get a second set of eyes on it before the drywall goes up.

The two small-appliance circuits nobody remembers to count

NEC 210.11(C)(1) has required a minimum of two 20-amp small-appliance branch circuits in the kitchen, pantry, breakfast room, and dining area since the 1990s. These are separate from the fridge, dishwasher, disposal, microwave, and range. They exist to feed the countertop receptacles and the wall receptacles where you plug in toasters, blenders, air fryers, and everything else.

Two things go wrong here in Downers Grove homes.

The first is that older homes near the Main Street Metra station were built with one general-purpose kitchen circuit shared with the dining room and half the living room. When you remodel, the inspector will not let you keep that. You need two new 20-amp home runs back to the panel, on 12-gauge wire, GFCI protected, and split so no single receptacle depends on both.

The second is that some builders in the newer subdivisions on the west end of town wire the two required circuits but then load one with the disposal or the microwave. That is not code compliant either. The small-appliance circuits feed receptacle outlets only, and only in the kitchen and adjacent eating areas.

If your GC’s electrical plan does not clearly label two dedicated 20-amp circuits for countertop receptacles, that is the first question to ask.

Countertop receptacle spacing: the 24-inch rule everyone gets close on

NEC 210.52(C) sets the spacing for countertop receptacles. In plain English:

  • No point along the wall countertop can be more than 24 inches from a receptacle. That means receptacles no more than 48 inches apart, since the rule is measured to either side.
  • Any counter 12 inches wide or wider needs a receptacle.
  • Peninsulas and islands have their own rules (more on the island below).
  • Receptacles must be tamper-resistant and GFCI protected.
  • They cannot be installed face-up in the countertop itself. Pop-up receptacles or under-cabinet mounts are fine if they meet the height rules.

Most of the fails we see are close-but-not-quite. The GC’s plan shows a 50-inch stretch of counter between a receptacle and the range, and everyone assumes that is fine because it looks fine. It is not. The Village inspector measures.

We also see backsplashes going in first and receptacles going in second, which forces the electrician to cut tile after the fact. If you want a clean install, the outlet boxes need to be roughed in before the tile guy shows up. This is a coordination question, not an electrical one, and it is a good reason to have your electrician on site during rough framing rather than at the tail end.

The 2020 island receptacle change (and why we still see it done the old way)

This is the one your GC most likely gets wrong on a Downers Grove remodel.

The 2020 National Electrical Code changed the island receptacle requirement. Before 2020, you needed at least one receptacle in every island. After 2020, receptacles are no longer required to be installed in the island itself, but at least one receptacle must be located to serve the island, and it cannot be face-up in the countertop.

Downers Grove adopted the 2020 NEC with amendments, and later cycles have kept this rule structure. In practice, that means you have three legal options for a new kitchen island:

  1. A receptacle mounted on the side of the island, below the countertop overhang, on a dedicated branch of the small-appliance circuits.
  2. A pop-up receptacle mounted flush in the countertop, listed for that use.
  3. A receptacle on an adjacent wall, positioned so it serves the island (this is the option many homeowners never realize is now legal).

Two things trip people up. First, some inspectors and some GCs still work from memory of the old rule and require a side-mount receptacle even when a pop-up or an adjacent wall receptacle is cleaner. Second, if your island has an appliance built in — a wine fridge, a beverage cooler, an induction cooktop, a warming drawer — that appliance needs its own dedicated circuit, and it does not count toward the island receptacle requirement.

If your island has a sink or a cooktop, GFCI protection is required within 6 feet of the sink edge, and clearance rules apply to the cooktop. We check both on every island rough-in.

The dedicated circuits your GC probably left off the plan

The small-appliance circuits are the ones people talk about. The dedicated circuits are the ones that get missed on the plan and cost money to add after drywall.

A Downers Grove kitchen remodel typically needs, at minimum:

  • A dedicated 20-amp circuit for the dishwasher (or a shared dishwasher/disposal circuit only if the appliance manufacturer’s instructions allow it, which most do not anymore).
  • A dedicated 20-amp circuit for the garbage disposal.
  • A dedicated 20-amp circuit for a countertop or over-the-range microwave.
  • A dedicated 20-amp circuit for the refrigerator (this one is not strictly required by NEC, but every appliance manufacturer’s warranty asks for it, and every inspector we work with expects to see it).
  • A 240-volt circuit sized to the range or cooktop — usually 40 or 50 amp depending on the appliance nameplate.
  • A dedicated circuit for a wall oven if it is separate from the cooktop.
  • A dedicated circuit for any built-in coffee machine, warming drawer, wine fridge, or induction module in the island.

Add it up. A modern kitchen remodel in Downers Grove routinely needs 8 to 12 new circuits home-running back to the panel. If your existing panel is a 100-amp with 20 breaker spaces and 18 of them are already used, you have a panel problem before you have a kitchen problem. This is why we do a load calculation on the existing panel before we quote a kitchen. It saves a change order later.

If you have a Federal Pacific or Zinsco panel in the basement, the kitchen remodel is the moment to replace it. Insurance carriers are increasingly refusing to cover homes with those brands, and no electrician licensed in Illinois should be adding new breakers to a recalled panel.

GFCI and AFCI: where the two rules meet in the kitchen

Every 125-volt, 15- and 20-amp receptacle serving countertop surfaces needs GFCI protection. That has been true for decades. What changed in the last two code cycles is that dishwashers now require GFCI protection too, and in many jurisdictions, so do garbage disposals and any receptacle within 6 feet of a sink.

AFCI protection is required on all 120-volt, 15- and 20-amp branch circuits supplying outlets or devices in the kitchen. That means every one of those dedicated circuits above needs to be on a dual-function AFCI/GFCI breaker (or an AFCI breaker with a downstream GFCI receptacle, depending on the layout).

If your electrician is quoting standard breakers for a kitchen remodel in Downers Grove, ask why. Dual-function breakers cost more, and the code requires them. What the Village of Downers Grove inspector actually checks

Kitchen remodel electrical work in Downers Grove requires a permit and a final inspection through the Village. The permit portal and the current requirements are on the Village’s site: Village of Downers Grove Permits.

On the rough-in inspection, the electrical items an inspector consistently checks are:

  • Correct wire gauge for each circuit (12 AWG minimum for 20-amp).
  • Correct box fill (nobody’s favorite topic, but a common fail).
  • Proper cable support and stapling within 12 inches of every box.
  • Small-appliance circuit count and coverage of countertops.
  • Receptacle spacing on countertops (the 24-inch rule).
  • Island receptacle location and type.
  • Bonding and grounding continuity throughout.

On the final, they check GFCI and AFCI protection on every required circuit, correct receptacle heights, and that every device is installed and working. They will trip GFCIs. They will plug in a tester.

When your kitchen forces a panel upgrade

A kitchen remodel is the single most common reason we upgrade a Downers Grove panel from 100-amp to 200-amp service. Not because the kitchen alone needs 200 amps. Because once you add the new kitchen circuits to what the house already runs — HVAC, water heater, dryer, and probably an EV charger sooner than you think — the load calculation stops fitting inside 100-amp service.

Frequently asked questions

Do I need a permit for a kitchen remodel in Downers Grove? Yes. Any new circuits, moved circuits, or panel work in a Downers Grove kitchen remodel requires an electrical permit and a final inspection through the Village.
